[Bug] SQL Error when posting Unicode 6.0 symbols

When I try to submit a post that contains Unicode 6.0 symbols like smilies or the broken heart, I get an SQL error:

General Error
SQL ERROR [ mysql4 ]

Incorrect string value: '\xF0\x9F\x98\x83\xF0\x9F...' for column 'post_text' at row 1 [1366]

An SQL error occurred while fetching this page. Please contact the Board Administrator if this problem persists.

The "fix" is to upgrade our database engine, which requires taking Windlyn offline for a few hours. But once we do that, it looks like we'll be forced to upgrade PHP too or it that won't work either--and if we got that up and running, the new PHP would break many things here if it'd run at all. It's a big job and something many sites are struggling with on how or whether to do it. :(
