The event guide says you use up 2HP when helping someone so guess that would mean you need at least 2HP in order to help.

Watery Star I got you!

You see smoke rising from the horizon. You jump into your little boat and row towards the destruction. As you approach the wreckage, you see Watery Star holding to some floating planks. You pull them on board and help them fish out what they can from the waters. When you arrive back on shore, they tell you to keep some of the goods...

and then

You walk across town and see Lemon Cheesecake is being pushed into a corner in the marketplace by a big, scary rogue! You run up and grab hold of the big bully. He is surprised and loses his balance. Perfect! You grab some rope from a nearby shipment of barrels and tie him up! A concerned citizen rushes over and thanks you for catching the rogue, and hands you something before you walk away...

This is the fourth time Lemon. Please be more careful. ^^
