@Watery Star: I was leaning towards Junior, Croquet, and Observatory based on their character profiles and schedule of events.

Half-baked reasoning:

Junior likes round things (croquet set, sunshine cookies). He is noted to be *especially* hyper. Maybe it's due to all the cookies he ate. Or maybe he's so excited he hid the cookies elsewhere, and making it a "game" of finding lost cookies. After all, he likes "fun". But why the Observatory? According the schedule, Croquet was at 1:00PM. He probably took a croquet set to have fun with it later...like when it's "boring old people" time. Ex: Tea in observatory at 2:00 PM. An energetic kid like him would probably enjoy the stars for a few minutes until it feels like looking at a wall with polka dotted wallpaper. What would he do for the next ~50 minutes until the Boat Tour at 3:00PM? Something "fun" of course! How about hiding the cookies in the croquet set? Replace the croquet balls with the cookies. When they find it, it'll be definitely a grand unveiling of the cookies. Except it'll be glowing gloriously in a croquet set instead of a fancy platter. XD

Inb4 why not Uncle Carlo?
If we assume the likes and dislikes of Uncle Carlo are listed in order, (Ex: He likes fedoras most, then family, then lastly, money and he dislikes corn on the cop*, cops, corny jokes in that order), then surely he dislikes cops so much that he won't take the cookies to sell for money? Like if he does steal the cookies, investigators/detectives/cops will come, and I think he'll dislike that more than anything. Plus, he likes family over money. He wouldn't burn bridges, and destroy that trust for the most delish cookies/money/greed (I think). He's also an ex-mafia member(?). Maybe he had a change of heart because being in a mafia is a bloody business. It would also put his family at risk if a deal goes bad, so maybe that's why he quit and became a normal entrepreneur.

However, I could be completely wrong because I'm making a lot of assumptions. The only true answer is finding and crossing out the items!
