No Notifications Received When Getting Pinged

Bug: Users did not receive notification(s) informing them that they were 'mentioned' or 'pinged' in any threads. However, they will still receive notification(s) when their post were 'quoted'.

Duration: 2 weeks or more. Before Monster Mash started, if memory serves me right.

OK, something to try:

Have you tried pinging someone without a space in their name?

Please keep in mind that if you ping someone who is the thread starter or subscribed to the thread, they may not get a ping (it would be a double-notification of sorts)

Yup, I tried pinging PsychoPotato on an entirely new thread that they were not subscribed in, and they did not receive any notification.
