Quest can be fishing items, past event items OR/AND items from the shops that you can buy( the fairy rings for your head, mushroom skirts, collared shirts, rain boots are the most common requests).

I never get anything good with the quests, I always get something I don't have, or that I don't want to part with.

I wonder if I abandon the quest and take it up again if I'll get different items to turn in?

Calea, just turn in the fishing pond items it asks for or buy at the shops. If you turn past items in then we never see them again and they become even more rare ... just my suggestion. If I don't have it on hand I cancel the quest and they'll ask for something else later.

Just buy past event items to keep for your avatar. If you want any of the questing items you can always ask, I have a lot of shirts.
