What they do here in California (and I'm sure elsewhere) is pick a random number (well, one that fits the range of real SS numbers) and use it. So it's really not hacking, but ID theft. If they're saying the number they have belongs to someone else, they probably have or keyed in the wrong number. It's very difficult to change the name for a SS account, but it happens and usually to ones that never reported taxes/new workers because they claim they're correcting mistakes. And the gov't is happy to take in money/taxes too I bet, so they have incentive to just go with it--but that may have changed with all of the recent hoopla about illegal aliens lately.
To straighten it out see if you can create and access your account on the SSA web site or you can get the free copies of your credit report to see if the number you have/know is really your number. The system won't allow you to get the report if the info doesn't match. This way you'll be able to your report that the number your prospective employer must be wrong or has been keyed in wrong. It would really stink to not get your job because of an error on their part.
