Keep in mind that it is currently going through April Fool's, so there is shenanigans going on

Welcome Week is when registration is open
They have them cuz apparently when the site first opened up, there was a lot of crashing and stuff, so it became easier to close registration and just have the occasional window. Welcome Week is newer than reg windows, said windows when I joined lasted ~24 hours and had a week's warning for them
Then they slowly got longer. And longer
And after them getting more constant, they created Welcome Week, which is the...first full week of the month, as I recall. It's a week long, once a month, and there's all sorts of giveaways and stuff for newbies
