so i just looked it up and it makes total sense now. the song wasn't originally made as a christmas song but rather a love and romance song to those who have winter weddings.
The song is about a couple who builds a snowman in a meadow and pretends it is Parson Brown, who asks if they are married. The couple says they are not, but Parson Brown can wed them when he is in town.
A Parson is a beneficed member of the clergy; a rector or a vicar, so basically its someone who can wed people.
Brown could be the name of the pastor or priest who wed the couple.
