"Tea and crumpets" was a common ritual for the British that evolved into an invitation to visit. Like "Oh, we must have you over for tea and crumpets." (I'm guessing it may not be used much anymore, but I'm not British so I wouldn't know.) Anyways, my understanding is that means "tea and biscuits" where "biscuits" are what Americans call cookies. ie. crumpets are British cookies.
