Isn't Snow essentially cold water really cold water though.

Its not the same. Snowflakes aren't a giant body of water all in one go... Snowflakes are small and every so often.

True but a Lake won't follow you if you get out like snow will. When it snows at one point of the street then it will be snowing at the other point of a street. XD
