E-waste is recycling; we have some programs here that do bi-annual collections of electronics and recycles them in the US. They company that sponsors them calls them "E-Waste collection events", and we just nickname them to "E-Waste"
You really do want to recycle your laptop though, Electronic Waste is reaaaaallly bad for the environment. Electronics have lots of chemicals on and in them, that when sitting in a landfill/burned release them into the soil and water supplies nearby. It's a big problem (Actually though, about 20 million tons of electronic waste is created a year by everyone in the world).
If you're worried about your data being stolen, pop open the back of your laptop and pull out your hard drive. You could either punch it with a hammer and some sort of chisel (like a screwdriver or something) until you hear it like a maraca when you shake it; or open it up and scratch the discs up with some steel wool. Or just take the discs out and keep them because they're cool and look awesome (make good mirrors too).
