Have you ever been tested for dyslexia or anything? If you're found to have a disability (I think they call it "challenged" now <rolling eyes>) you'll get more time to complete homework and tests.
Anyway, if you're just a cog in the production machine, understanding what the concept of the project isn't as important, but it does matter when you make decisions. Perhaps your trouble is conceptual rather than reading comprehension. You can practice this pretty much all day long if you like; try thinking to yourself what is the main concept of a conversation you've had, a news story you've seen, a blog you read, a task given to you by your boss, etc.. The more you do it, the faster you'll get at it. And then when you read stuff, you'll find yourself automatically looking for the same things. Once you have that, you can skim through the words and find the details you need.
I was a script reader at one time and you have to quickly summarize 3-4 screenplays a day. You don't have time to read every word, but boy do you need to get the main stuff and details right! What I've suggested is how I was able to do it.
