In California I believe If you are living at home and going to college your parents can claim you on their taxes if you are under 21? If they can claim you on their taxes then you have to use their income as part of your FAFSA (as well as your own income).
If you are not living at home - you live 6 months or more away from home in your own place, not the dorms and move back for the breaks- then your parents can't claim you on their taxes and you can apply for FAFSA on your own. Isn't there a box that says you are basically homeless on the application? Maybe try that one?
Maybe like Mur said, have your parents claim you on their taxes for school, plus there are 2 of you at college, and then put their income taxes down (use 2015 if it is less). Do they make too much? Does your State colleges have any benefits like California does?
