It affected my city, but not me. If my house floods, then everyone else is screwed because they are at a lower elevation than we are. Had we been in session, we would have had at least one weather day. I'm sure of it! I don't think we suffered any loss of life, but quite a few people learned the hard way that their car couldn't make it through the water covering the road. A few neighboring towns had to evacuate for a day or 2, but they have the all clear now to come back. It was mostly places by lakes and stuff. We didn't get it nearly as bad as Louisiana, but they are at a lower elevation too.
I don't understand the days vs minutes thing either, but it is what it is. I think that by changing it to minutes, it gave districts more flexibility. I've seen a number of TX schools going to 4 days/week to save money, but increasing their school day to accommodate the required minutes. They would save money by not having to run transportation, pay paras, cafeteria, and electricity. They haven't decided to go to a 4 day week in my district, but my 16-17 school year starts later and ends earlier!
