I think it should be that you get them if you have 30 stamps. That way, anyone who found out about the event a day late, or couldn't get on a day due to circumstances beyond their control, will still be able to get them.

I think we should see them again sometime though since a couple of the backgrounds in this months event were one day items in a past event.
