It is. Australia is making a new law because they're also doing a lot of dodgey stuff in terms of the legal system. Like Taxi's have to have insurance but Uber doesn't. Whenever the police book someone for it Uber covers the legal fees because it's cheaper for them to go to court than to actually comply with the law.
They don't really screen anyone and the 'training' they give is a five minute video. That's literally all it is. That's all the checking they do. They basically skip background checks, which is good if you have a bad criminal record and want a job, but not if you're the passenger. Taxi's have to have video camera's going, GPS tracking and audio to ensure the safety of passengers, Uber doesn't because they don't have any accountability. In Australia, they actually cost about the same to order, it just takes taxi's longer to dispatch because it goes into a queue instead of who is closest (which they're also talking about changing but that's not a law per say as much as it is an internal business change).
