Yeah! It is! I was a beaver leader for awhile, and I used to be in beavers! So you can trust me on that! Though I don't remember if that was specifically their motto, or one of their other sayings, like their promise, or their law. Also, it might be different in the US, but that's how it is here in Canada. ^^
