Two ways: Go to the "HOME" page
and under the banner on the bottom right corner select where it says {read all}
then on that page select upgrade your gear.

It will take you to YOUR refueling station and say "You have ( ) water drops to spend
Go to the bottom and the wings are the last one on there

OR: go to viewtopic.php?f=43&t=1982

and select "upgrade your gear at Lady Pengwing's refueling station".
