Do you think it has anything to do with your browser or cookies? I've had no problems... I generally find one soon after logging on and then finding about a 30 min or so cool down between.

Every time I've found a pumpkin it has been after the first page load (never on the first page so far). It's totally random of course, but they seem to pop up rather quickly compared to Pengwing and gift events.
