Yes it can
For example, you could make enough of an updraft to make yourself fly, and if you can change how things interact with wind, like make them super light or super heavy, you can make your landings graceful and your enemies landings bone crushing. You can bring up enough wind to push you forwards and run faster, or fling you high to give you super jumps. You can whip up a tornado to block attacks. You can even siphon the air out of people's lungs and suffocate them! ^-^

Npixelz: Have you ever tried hang gliding in real life? Maybe you should look into it or something similar. I'm too much of a coward but it looks like it would be an amazing view and feeling.

I believe with sky diving you are up A LOT higher ... hang gliding is just coasting off a cliff, or there is the one you can launch from behind a motor boat or there is para gliding.
