We have a state law that gives us 56 hours of PTO to use as we like that resets Janurary first
I've used four hours, they say I have two left

If you have an employment contact/agreement it should spell out PTO. Might be time to talk to your union shop lead otherwise. It wouldn't be the first time HR spews bad information...

Contracts/agreements don't have to follow regulations because you both sign them. (Why salaried employees also bypass regulatrions.) They usually also have some clause that they can modify at will too (their lawyers would be in trouble if they missed that).

I only get "guaranteed" vacation if I book them in January for the year. Otherwise, I can schedule time off (paid or unpaid), but that can be revoked if we are short handed.

Hell, yesterday since i crossed paths with my lead, I told him abiut that and to turn right instead of left cuz the two bridges had an oversize load stuck there screwing up traffic. Badly
He said "thanks for the info, homeowner" (yes, he put in emphasis on the homeowner part. Idk why)
Supervisors know I'm taking the day off, just gotta do the formality and call in because time off policy is screwy
