Arc, it was her round about way to asking the other lady to get off the phone or have a conversation somewhere else.
Maybe a "No phone conversations" sign in the waiting room might be something to bring up to management. Texting ok. I know ours ask us to turn it off or turn off the sound so it doesn't ring.

Someone who is respectful would've had their conversation in the hall.

I just asked my manager and she said there's no policy against it, therefore no signs. The only thing we're able to do is ask people to turn their phones down apparently. In this case, the woman isn't speaking loudly, but I guess hearing constant talking in such a quiet room can become annoying after a while (believe me, I deal with it every day and am always annoyed lol).

Idk, if the woman was so bothered, she could have just taken my suggestions. Don't interrupt my work and posting lol to ask me something and then get mad at me for answering.
