I'm only checking every hour or so but haven't had an issue other then sometimes I can find them right away and sometimes I have to search for awhile.

the spawn rate seems to have gone from 1 every 30 mins to 1 every hour

I just logged on and got a pengwing. I will try to see how long it takes for me to find another.

I find that I have to wait ~30 min and then make a post before a penguin appears for me, though I suppose I haven't tried not posting and just waiting. Am a bit of an outlier though, I've only found 3 pengwings so far xD
