Based on my counters, these are roughly the minimum helps you should do per character to get one of each item they have:
Cyclops Roscoe: < 19
Demon Hale: < 30
Britta Snakes: < 22 (I received duplicates of the hairs at this point)
Dr. Acula: >>> 16 (Haven't received new items yet)
Silver: 15*
Unkaren: 11*

unkaren is 11 and at 12 you start getting extra zombie hand again

silver is 16 and at 17 you start getting werewolf hairs again (she gives all 13 colors in a row)
