The eyes are part of the mask, and if you look closer you can see feathers

Npixelz, there seems to be a cool down between the posts. I thought it was 10 to 15 minutes and then the next one took longer. Someone said that you could get it from changing your avatar once a day (it hasn't worked for me yet), and questing also gives you medallions. The medallions show up as a necklace item you can wear.

You can check how many medallions you have in the special medallion shop or looking in your inventory...the medallion necklace will say how many you have of them.
