Not all the time. I've only turned in one quest and didn't get a medallion.

Yesterday I did a quest and didn't get any medallions, today I did one and got 8.

Today I posted and got a medallion then went off and did something for about 30 minutes, came on and did a quest and got 8 medallions with the quest.

Aw, so sorry about that. I guess the cool off period applies to all activities...

It's just my luck, haha. When I finally get a quest I can do I get so excited that I forget about the cooldown and complete it right away. I need to practice patience.

Yes, I believe the cool down period is for all activities. Right after I got the medallions for doing the quest, I posted for the first time today, and didn't get any.
