Are the items tied to particular games or is there a chance for every item at every game?

According to what I have observed over the past 24 hours, I believe the items were tied to each games.

Bobbing game - Flu, Fish, Paddle Game(?)
Guessing game - Carnival flags, Balloons, Clown Nose, Starry Brites
Fortune Teller - Steed, Mystic Coat
