Some are old event item that I'd only turn it if I had a ton of extras.
Out of the 6 opportunities I've had, only twice was I able to turn in the requested items.

The pengwings are handing out items from past events that you can use for the quests.

The extra Novalia item on the bottom, representing which day of festivities it is for Novalia, you can get any time you fulfill that day's quest's. So if you only fulfill one quest for each Sister a day you will receive those items. If you manage to time it right and fulfill each quest you can do up to 3 quests for each Sister a day, which means you will have extra's on the Novalia fete item's to share/sell later. The bottom item is the one I am most interested in getting. They are like the blanket Polaris was wearing on her avatar.

The pengwings are giving random items that we 'might' use for the quests... So in a very optimistic output we can do 3 quests a day, if we're unlucky and the quests keep asking those celestial items we can do 0 quests a day @_@

This time around, the Pengwings are only giving out items that can be asked for in a quest. Whether or not it is useful in the quest you are currently on is another story...
