I think most people are still missing the red wings. (I am too.)

Cool! Yup, I still need pink wings.
Most of the time I'm getting either Sakura Blossoms or the gentle pout, which is why I figured if other people drown in different stuff and lack some of my duplicates, I might help them out and complete my collection at the same time.

From what I read on the forums so far, the red wings were the last ones added? Then I'm not surprised many are still missing them, even when they didn't join right in the middle of the event as I did.

The red wings are a rare drop. They were one of the first ones actually. Some people got them at the beginning of the event while others are just getting them now as we draw closer to the end of the event.

Wings are generally very rare to get but it seems like many have been privileged this event ! It probably helps with the amount of items being gifted causing the turn over to come about more quickly for them to drop.

And could the Sweet City backgrounds you are missing be the Cotton Candy and Cherry Delight ones?
I think they might be. The colors you listed sort of match the colors on them.

And yes, I checked my Sweet Cities and have neither Cotton Candy nor Cherry Delight. (Found the event item thread on the forums, but it only had the images for those backgrounds and not names, hence why I described their colors)
