Sneakers depends on the top part. I guess flats can be a second but I find it awks with shorts and winter clothes.
Heels uh at most just casual and formal outfits.

Well not all the time. If they are low cut boots then they don't look too bad with shorts. Tales of series and games are a good example of using boots almost constantly haha. They always make it look good.

I tried thinking about it but like still no for me? Maybe with stockings, thigh highs or tights maybe but w/out nahhh.

Lol. Well everyone thinks differently. Oby says no to boots with shorts! Heh.

But Tales of is a video series. Almost every character wears boots except for a few. Thinking of the games I have played so far I can only think of maybe four out of about 25 that aren't wearing boots.

It depends on the game I guess. But you do have to give them props that they can make a lot of outfits work with the boots.

Most of them look basic though, then they add a lot of belts and pieces of cloth

Not all of them are basic lol. Though Tales of doesn't usually go crazy with belts and such. They actually have a common look and feel to their outfits and it doesn't include things like belts and and chains and such. Most of them are actually outfits.

I always have trouble with like extra or random scraps of fabric
i look at it on other art and im like yusss its so pretty and nice i will do that
/drawing my own art
everything must have a purpose and why do i need an extra scrap of fabric? it would just get in their way. what if they trip on it? i dont need that belt, its not holding anything up. why would she wear a hat, wouldnt it fall off?

I can't remember how I learned how to draw shoes actually
I just know that I started drawing shoes better around this year? haha;;

yeah lik the sashes and like the strips that swirl dramatically behind the person for good visual effect
