The Ghost Festival is definitely on par in terms of significance to Latin America's Day of the Dead but it's not necessarily celebrated in the same way per say~ The aesthetics and activies are certainly different. (Would be nice to learn about the festive outfits though, they're so cool!)
Aside from sweeping the tomb (or urn I guess), there's leaving food out for hours for the ghosts to eat (before eating it with your entire family) and burning paper money and other commodities. There's even like, an entire list of superstitions for things we can't do during the month (I think this is a Chinese thing though). It's not a national holiday but in Hong Kong it's usually done in a single day, for Japan it's three, and in Taiwan we just call the entire seventh lunar month Ghost Month~
