Which is why the dice roll would be half users half NPCs
The NPCs would rely more on the user's dice rolls if they interact, fights are more likely to go in a player character's favor
I'd also have it so you'd choose a character/name, and the users themselves are sponsors. Pay for gifts and such. Like the actual Games, prices go up as they go on. Winner gets the funds, to help encourage "spending" on your character
I'll also be pinging the ones with living fighters with each day/night/event, and if they don't respond in a timely fashion, I'll control their character for it...which won't be as friendly to them, to encourage them to at least try and get on regularly to have their character do something
Maybe have a stat sheet, for health, hunger, thirst, tiredness, etc, so if someone hasn't eaten in, say, three days, they actually starve to death
So it'll be far more interactive, with incentives to keep on top of things
